Consecutive periods of service as Mayor and as council member are combined; a new period of service commencing less than two years after completion of a prior period is combined with the prior period. Service resulting from an election or appointment to fill an unexpired term of less than two years in length is not counted. A person who is termed out becomes eligible again once at least two years have elapsed between the end of their prior service and the effective date of their next election or appointment.
