by-district · mayor: rotated-by-council · term limits: Placentia City Charter Section 601: "No person shall serve more than three consecutive terms of office as a member of the City Council, including any portion of an unexpired term of office to which such person has been appointed or elected." The cap was added by the electorate on November 5, 2002 and applies prospectively only, to terms commencing on or after that date. NOTE (independent check): as actually applied, the cap does not appear to count at-large terms served before the city's CVRA-mandated switch to by-district seats. Mayor Chad P. Wanke was lawfully re-elected to District 4 in 2022 despite having served four consecutive council terms since 2010 (2010 and 2014 at-large; 2018 and 2022 by-district), which is only consistent with a 3-term cap if pre-district at-large service does not count or the count reset at the 2018 district transition. Because that legal interpretation could not be confirmed from an official source, per-member termed_out determinations for multi-term incumbents were left blank. · on the Nov 2026 ballot: Districts 2 and 4 are on the November 3, 2026 general municipal election ballot, along with an at-large City Clerk (not a council seat). Per the city's Election Information page: "The next General Municipal Election will be held on Tuesday, November 3, 2026, for Council Members in District 2, District 4 and an at large City Clerk." District 2 incumbent is Kevin Kirwin; District 4 incumbent is Chad P. Wanke.
