✅ What actually happened (per the adopted minutes): No decision was made on Brea Towne Centre. Per the commission’s signed minutes (meeting page; a scanned document, approved August 25, 2026), four commissioners attended (Gribble, Madden, Perez, Schlotterbeck) and Commissioner Donini was absent. On Item 3.A, Precise Development No. 2026-02 and Conditional Use Permit No. 2026-06, the minutes say: “Due to lack of quorum, the Planning Commission was unable to take action on the item. Staff requested that the item be continued to the next regularly scheduled Planning Commission meeting.” The minutes do not explain the lack of a quorum with four members present. The July 14 minutes were approved “4-0-1, with Commissioner Donini absent” (Schlotterbeck/Madden). City Planner Maribeth Tinio said the August 11 meeting had been cancelled because planned absences would leave the commission without a quorum, and that the next meeting would be August 25 — where, per that meeting’s minutes, the project was approved 4-0-1; see our August 25 brief. Adjourned 6:07 p.m.
The headline: This is a light agenda — one public hearing is the only substantive item. The commission will consider a land-use and parking modification for the Brea Towne Centre shopping center at Imperial Highway and Randolph Avenue. Staff recommends approval; as of the posted agenda, no decision has been made.
