✅ What actually passed (per the city's posted minutes): The contested short-term rental at 7490 Santa Elena Drive was approved. Vice Chair Carver moved and Commissioner Patiño seconded a motion to adopt the resolution approving Short-Term Rental Permit No. STR-26-000004. It passed 4-0: Carver, Patiño, Diep and Judeh in favour, Commissioner Davis absent, none recused. The minutes list it as Resolution No. 6414. At the hearing, staff reported five written comments from neighbours, and one more, from Jessica Torres, arrived July 21. One resident, Maria Valdivia, spoke with concerns about STRs in general. Staff clarified that the rental is not currently operating and that the applicant “will still have to go through the required STR application process.” Vice Chair Carver pulled both consent items for separate votes. The June 10, 2026 minutes were approved (Patiño, seconded by Diep). The 6-month compliance update for STR-25-000003 was received and filed and its approval continued (Carver, seconded by Diep). For both consent votes the minutes name Carver, Diep, Patiño and Judeh as the ayes, with 0 noes, Davis absent and 0 abstentions. However, the ayes tally is printed as “1” beside those four names. The headline: the only contested item on an otherwise light agenda is a new short-term rental permit near Knott's Berry Farm — neighbors are asking the commission to deny it over traffic, noise, and safety concerns, and staff has drafted resolutions for both an approval and a denial.
🏠 Short-term rentals
- Contested new rental at 7490 Santa Elena Drive: Phuong A. Nguyen is asking the commission to approve a short-term rental permit for a 1,409-square-foot single-family home across the street from Knott's Berry Farm. Per the agenda report, the city received four written comments from neighbors citing security concerns, loss of property values, increased traffic, noise, and parking issues, and questioning whether the owner actually lives there. Because of those concerns, the Director referred the application to the Planning Commission for a public hearing instead of approving it at the staff level. Staff has prepared two draft resolutions — one to approve, one to deny — for the commission to choose from. Per the agenda, the commission's decision on this permit is final. Item 4.A
- 6-month compliance check-in, 7446 El Centro Way: the commission was asked to review a required update on a short-term rental it approved last year (Resolution No. 6383) in a 1,132-square-foot single-family home. Staff reported no written complaints during the review period and recommended the commission simply receive and file the update; the agenda sought no vote to approve or deny, and the motion the commission actually made is recorded in the outcome block above. Item 3.B
