What Costa Mesa's Planning Commission is about to decide

The commission meets Monday at 6:00 PM, Council Chambers, 77 Fair Dr. Planning commissions are the early-warning system — what passes here heads to the council next. These are pending items from the posted agenda, not outcomes.

✅ What actually passed (per the minutes, approved July 27): The commission’s minutes of the July 13 meeting — linked from its July 27 agenda and approved 7–0 that night, per the July 27 minutes — record six commissioners present and Commissioner Dickson absent, and every vote was 6–0. The commission recommended that the City Council approve the Title 13 rewrite of non-residential land-use classifications, with ten amendments moved by Commissioner Martinez and seconded by Vice Chair Zich — among them raising the Small Fitness Studio maximum from 2,500 to 5,000 square feet, limiting active entertainment uses to a maximum of 15,000 gross square feet (not applying to amusement centers), replacing the split accessory food-and-beverage parking calculation with a single standard of 4 spaces per 1,000 square feet, and a new Gross Floor Area definition. (The council later adopted the ordinance, No. 2026-07, 7–0 on September 1, per that meeting’s minutes.) The commission also approved the conditional use permit for an indoor trampoline park at 2200 Harbor Boulevard, Unit P-110 (Martinez/Andrade), and the two General Plan conformity determinations for excess right-of-way vacations next to 405 and 296 East 19th Street. The meeting adjourned at 8:14 p.m.
The headline: a citywide rewrite of how Costa Mesa classifies non-residential land uses — from fitness studios to event centers — is up for a recommendation to the council.
