✅ What actually passed (per the minutes): The commission’s minutes of the July 27 meeting — attached to a City Council item on the September 15 agenda — record all seven commissioners present and every vote 7–0. Both housing hearings passed: Tentative Parcel Map 2026-129 and the development review for a four-unit common interest development at 215 and 223 Mesa Drive (Zich/Dickson), with the conditions amended to update department references; and the development review, Tentative Tract Map No. 19458 and the density bonus for the 15-unit development at 2075 Harbor Boulevard (Dickson/Andrade). As the brief below anticipated, the Climate Action and Adaptation Plan and Safety Element update and the Fairview Developmental Center Specific Plan study session drew feedback only; both were received and filed. The commission also approved its July 13 minutes. The meeting adjourned at 11:15 p.m.
The headline: No dollar figures, fees, or contracts appear on this agenda. The only items up for an actual vote are two residential public hearings; the two biggest long-range planning matters — a citywide climate/safety update and the future of the Fairview Developmental Center property — are study sessions where the Commission will only give feedback, not decide anything.

🌎 Long-range planning: study sessions only, no vote
