What Fountain Valley is about to decide

See the official agenda for meeting time and location. The council sits also as the Successor Agency to the Fountain Valley Agency for Community Development, and the agenda carries one public hearing. These are pending decisions from the posted agenda — not outcomes. Every item links to the official record.

✅ What actually passed (per the draft minutes): The city’s draft minutes of the September 15 meeting — printed on pages 28–34 of the October 6 agenda packet, where they are Item 2 to be received and filed; not yet adopted — record all five members present (Bui, Constantine, Grandis, Vice Mayor Harper and Mayor Cunneen), and every recorded vote was 5–0. The minutes list each consent item with its own motion by Grandis, seconded by Constantine: receipt of the September 1 draft minutes and of the six-month strategic objectives update; the Successor Agency resolution directing notification to the Oversight Board and directing dissolution upon the Oversight Board’s adoption of the final resolution; the $5,206,521.04 register of demands; second reading and adoption of the ordinance revising Municipal Code Chapters 2.36 and 2.38, with the resolution repealing Resolution No. 9900; and the Master Salary Schedule resolution. After a public hearing with no speakers, the council approved the FY 2025-26 CDBG Consolidated Annual Performance and Evaluation Report (Constantine/Bui). It awarded Project No. 26020, the Fire Station 1 & 2 ambulance-program improvements, to A2Z Construct Inc. at not to exceed $165,000, with the $116,450 budget amendment and the one-time 15% change-order authority (Grandis/Bui). The CARSS Advisory Committee appointments were continued to October 6, with every council member directed to have their recommendations ready. In study session, the council nominated Council Members Grandis and Constantine for the Sister City delegation trip; the minutes note Constantine’s airfare would be bought as a refundable ticket in case Constantine is not re-elected in the November General Election. The meeting adjourned at 7:40 p.m. We will update this page if the council amends the minutes.
The headline: the Successor Agency would start winding itself up — Resolution No. 32 directs notification to the Oversight Board about the disposition of assets and directs dissolution once the Oversight Board adopts its final resolution. The council also awards a $165,000 construction contract to A2Z Construct Inc. for ambulance-program improvements at Fire Stations 1 and 2, with a $116,450 budget amendment on top, and approves a register of demands totaling $5,206,521.04.
