🗑 Solid waste: direction on the selected proposer
- Solid Waste Management Services RFP selection. Per the agenda, “Staff requests City Council direction on the next phase of the Solid Waste Management Services Request for Proposal (RFP) process, including authorization for staff to negotiate the final terms of the service agreement with the selected proposer and prepare the negotiated contract for City Council consideration and final approval.” The proposed motion is to “provide direction regarding the selected proposer, authorize staff to negotiate the final contract terms, and direct staff to return to City Council for final contract award.” Item 1
- No contract is awarded at this meeting. The agenda names no proposers and states no contract value or term. Its tentative forecast for Tuesday, October 20, 2026 lists a “Solid Waste Management Services RFP Award.” An item with the same title was on the September 15 agenda (our brief); this agenda does not say what happened to it then. Item 1
📷 License plate reader cameras
- Flock Automated License Plate Reader program. Per the agenda, the Fullerton Police Department “utilizes 19 Flock automated license plate reader cameras as an investigative and public-safety tool,” giving personnel “the ability to identify vehicles associated with reported criminal activity, stolen vehicles, missing persons, and other authorized law-enforcement investigations.” The proposed motion is open-ended: “Provide direction to staff regarding the existing Automated License Plate Reader program.” The agenda does not say what options are before the council and gives no dollar amount. Item 2
🏛 Historic preservation: two public hearings
- Five new local landmarks. On the recommendation of the Landmarks Commission / Planning Commission, the council is asked to adopt a resolution (printed as “Resolution No. 2026-XXX”) approving a General Plan revision that designates five properties as Historical (Local) Landmarks and adds them to The Fullerton Plan’s Table 6 (Local Register of Historical Resources) and Exhibit 3 (Map of Historical Resources): 401 Cannon Lane (HL-113), 845 North Euclid Street (HL-114), 545 West Fern Drive (HL-115), 600 West Valley View Drive (HL-116) and “Flight” at 353 West Commonwealth Avenue (HL-117). Item 3
- Lower Golden Hill preservation zone. The council is asked to introduce, for first reading by title only, an ordinance (printed as “Ordinance No. XXXX”) rezoning properties in the Lower Golden Hill Neighborhood from R-1-7.2 (Single-Family Residential, 7,200 square foot minimum lot size) to R-1-7.2P (the same zone with a Preservation Zone designation), “thereby creating a new Historic Preservation area.” The ordinance title describes the area as “the properties bounded by Richman Avenue, Malvern Avenue and west side of Drake Avenue.” The agenda refers to “the applicant” without naming one. A first reading is not final adoption. Item 4
📝 A local lobbyist registry
- Local lobbyist registration and disclosure program options. Per the agenda, staff asks the council to “select a program model, the covered persons and activities, reporting requirements, administrative responsibility, enforcement authority and funding approach for implementation,” and to direct staff “to present enacting documents and costs for consideration at a future City Council meeting.” Nothing would be enacted at this meeting; the agenda gives no cost figure. Item 5
🛣 Construction contracts on consent
- State College Boulevard street rehabilitation. The council is asked to approve plans and specifications for Project 44068 and award a $2,379,112 construction contract to All American Asphalt. Item 12
- How it would be funded. The same motion would appropriate $1,121,490 in “previously awarded Federal Earmark Repurposing Funds” to the project; transfer $1,729,000 in RMRA / SB1 Funds (Fund 29) from Project 44400 Annual Arterial Street Program; and transfer $163,000 in Sewer Enterprise Funds (Fund 47) from Project 51419 Annual Sewer Replacement Program. The Public Works Director, or designee, would be authorized to approve future change orders “within the approved project budget.” Item 12
- Airport hangar roofs. The council is asked to approve plans and specifications for Project 49018, the Airport Southeast Hangars Roof Rehabilitation Project, approve bid alternate work for solar powered turbine fans, and award a $661,746 construction contract to Commercial & Industrial Roofing Co., Inc. Change orders could be approved by the Public Works Director, or designee, within the approved project budget. Item 11
💼 Grants and agreements on consent
- Traffic safety grant. Authorize the Chief of Police, or designee, to accept and execute a $288,900 2026-27 Office of Traffic Safety “Selective Traffic Enforcement Program” (STEP) agreement, and appropriate the grant to the Police Department budget within the Grants Fund (Fund 32). Item 9
- Alarm permitting and billing. Authorize the City Manager, or designee, to enter and administer a Professional Services Agreement with Alarm Program Systems, LLC for alarm permitting and billing services. The agenda gives no dollar amount. Item 10
- Tree, kiosk and bench donations. Adopt a resolution (printed as “Resolution No. 2026-XXX”) adopting a policy allowing tree, kiosk and bench donations in city parks. Item 8
- Insurance program. Receive and file the Fiscal Year 2026-27 Insurance Program Report on property, casualty and workers’ compensation insurance, and authorize the City Manager, or designee, to execute and administer all insurance and related documents. The agenda gives no dollar amount. Item 7
