What Garden Grove's Planning Commission considered

✅ What actually passed (per the draft minutes): The commission’s draft minutes of the September 3 meeting — printed on pages 3–4 of the October 15 agenda packet, where they are up for approval; not yet adopted — record Commissioners Cueva, Flanders and Lindsay absent. On the Little Saigon design guidelines (IFC-004-2026), the action reads: “Resolution No. 6151-26 was approved” — 3-1, on a motion by Ramirez, seconded by Beard, with Beard, Laricchia and Ramirez voting aye and Ashland voting no. The resolution recommends that the City Council adopt the non-binding guidelines, so the final decision rests with the council. The August 20 minutes were received and filed 4-0 (Ramirez/Laricchia). The meeting adjourned at 8:09 p.m.
The headline: the lone public hearing asked the commission to adopt Resolution No. 6151-26 recommending that the City Council approve Item for Consideration No. IFC-004-2026 and adopt non-binding design guidelines for the "Little Saigon" area, prepared by the consulting firm Gensler for Garden Grove, Santa Ana, and Fountain Valley with California Jobs First grant funding. The 88-page guidelines cover streetscapes, site design, architecture, and signage — bilingual wayfinding, lantern-inspired lighting, shade, "park once" mobility, and suggested district gateways — but staff stresses they are advisory: they do "not establish a new set of mandatory development standards" and are "not intended to override existing zoning or land use regulations."
🏘️ Little Saigon design guidelines (public hearing)
- What was before the commission: "A request for Planning Commission to consider and recommend that the City Council adopt non-binding design guidelines for the 'Little Saigon' area in collaboration with the Cities of Fountain Valley and Santa Ana." The applicant is the City of Garden Grove; location, zone, General Plan designation, and APN are all listed as "NA." Staff (Urban Planner Christian Farmer, under Planning Services Manager Maria Parra) recommended adoption of Resolution No. 6151-26 recommending City Council approval. Per the agenda, authorization for the Chair to execute the resolution is included in the motion. Item C.1
- How it got here: the three cities "formed a collaborative partnership to advance Little Saigon as a premier statewide destination for cultural tourism," funded through the California Jobs First Regional Investment Initiative Catalyst (RIIC) Program. Gensler was awarded the design-guidelines RFP as approved by the City Council on January 13, 2026, with a kickoff on January 30 and a target to complete the scope of work by September 30, 2026. Staff reports more than 100 participants were surveyed through in-person meetings on April 25 and June 20, 2026, Zoom sessions on March 24, 25, and 30, and an online survey (open April 3 to May 8, per the guidelines document). Respondents praised the community's historical roots, food, and culture while raising "concerns with mobility, access, and fragmented identity." At an August 25, 2026 joint study session with the City Council, the draft guidelines "were received favorably," with discussion focused on implementation, incentives for property owners, cultural sensitivity, and a possible mission statement. - What the guidelines recommend: staff summarizes four themes — pedestrian-oriented design (enhanced medians, street furniture, shade canopies, pylons, street lighting, and "Vietnamese-inspired paving patterns"); expanded landscaping in the public and private realm; "culturally inspired architecture and streetscapes" (building form, materials, colors, lanterns, canopies, awnings); and a coordinated, bilingual signage and wayfinding system with gateways, street banners, and branded pedestrian spaces. The document itself is organized into Streetscape & Public Realm, Site Design, Architecture, and Signage & Wayfinding chapters; it suggests four gateway locations (Garden Grove Blvd & Brookhurst St, W 17th St & Harbor Blvd, Bolsa Ave & Harbor Blvd, and Edinger Ave & Harbor Blvd), pending further study, and floats a district shuttle, bike share, parklets, a public art program, and converting underused parking into temporary plazas. Any metrics in the text "shall not be interpreted as a requirement." Item C.1
- What they would not do: per the staff report, design guidelines "are not prescriptive," do "not establish a new set of mandatory development standards," and are "not intended to override existing zoning or land use regulations." On CEQA, staff says adoption "does not constitute an 'approval' of a project requiring environmental review" under Guidelines Section 15352 because it "does not commit the City to a definite course of action or authorize any particular development." Staff adds that establishing the guidelines "may also support future efforts to pursue grant funding." The document invites other cities with Vietnamese-American commercial areas to adopt or adapt it. Item C.1
