The headline: the lone public hearing asked the commission to adopt Resolution No. 6151-26 recommending that the City Council approve Item for Consideration No. IFC-004-2026 and adopt non-binding design guidelines for the "Little Saigon" area, prepared by the consulting firm Gensler for Garden Grove, Santa Ana, and Fountain Valley with California Jobs First grant funding. The 88-page guidelines cover streetscapes, site design, architecture, and signage — bilingual wayfinding, lantern-inspired lighting, shade, "park once" mobility, and suggested district gateways — but staff stresses they are advisory: they do "not establish a new set of mandatory development standards" and are "not intended to override existing zoning or land use regulations."
