The headline: the commission will consider the city's own application for a downtown streetscape improvement project along Ocean Avenue between Forest Avenue and South Coast Highway, and Beach Street between Ocean Avenue and Broadway Street — a Design Review and Coastal Development Permit brought by the Public Works and Utilities Department. Staff recommends approval with a CEQA exemption for existing facilities. Because the site is in an appealable area of the Coastal Zone, the commission's decision can be appealed to the City Council for a $2,500 fee, and the council's decision to the California Coastal Commission at no charge.

- Pacific Edge Hotel construction staging — Temporary Use Permit 2026-1685: applicant Danielle Foley (PDB Collaborative) for Dune Drifter LLC, at 30802 Coast Highway (APN 656-191-38) in the REC (Recreation) zone. The request would establish a construction staging area in an existing parking lot from October 2026 through October 2028 for the duration of the Pacific Edge Hotel remodel. Staff finds it exempt under CEQA Guidelines Section 15304(e), Class 4 (Minor Alterations to Land), and recommends adopting Resolution No. 2026-1685. The site is in the Hobo Canyon area of deferred certification, so any Coastal Development Permit falls under the California Coastal Commission's original jurisdiction, not the city's.
