✅ What actually passed (per the adopted minutes): The minutes for August 25, approved at the September 8 meeting, record all five members present and the meeting adjourning at 11:41 p.m. All four land-use ordinances were adopted, and three of them split the council. The Urban Village Specific Plan amendment passed 4-1, with Pezold the lone no (Item 4.14). The Housing 50 / Housing 80 overlay rezone (RZNE-0014-2026) and the Inclusionary Housing Program ordinance (RZNE-0015-2026) each passed 3-2, with Wheeler and Pezold opposed and Sweeney, Caskey and Mathis in favor (Items 4.16, 4.17). On the amended and restated development agreement with MGP Fund X Laguna Hills, LLC for the Village at Laguna Hills, the motion by Mayor Caskey, seconded by Mathis, carried with Sweeney, Caskey and Mathis voting aye; the minutes record the tally as “Yes 3, No 1, Abstained 0, Refusal to Vote 1,” list Pezold under Abstain and Wheeler under “Refusal to Vote,” and leave the Nays line blank — so the written tally and the named lists do not align, and we quote both rather than resolve it (Item 4.15). On the capital projects, both bid rejections were approved. The council rejected all bids for the Citywide Local Street Rehabilitation Project (CIP 101-M) and directed staff to re-bid it with only a base bid, on a motion by Mayor Caskey — 4-0 with Pezold abstaining (Item 5.2.2). It also rejected all bids for park improvements at Cabot, El Conejo, MacKenzie, San Remo and Veeh Ranch parks (CIP 241), approved revised plans and specifications, and authorized re-advertising — 5-0 (Item 5.2.3). The Shine Creations LLC holiday lighting agreement was approved 5-0, with competitive bidding waived and staff directed to work with Mayor Caskey and authorized to use the entire line-item budget (Item 4.10). The warrant register of $5,323,199.96 was ratified on consent (Item 4.5), as were the conflict-of-interest code update (Item 4.18) and the SDRMA health-insurance MOU (Item 4.9); Council Member Wheeler had pulled twelve consent items to be heard individually, and each of those passed on its own motion.
On the other items: the council approved banner Option #3 5-0 after a substitute motion by Pezold — to have the city work with Laguna Hills High School on a program for parents to help pay — died for lack of a second (Item 5.3.1). On residential permit parking it went further than “direction”: it voted 5-0 to have staff return with a plan using alignment 5A plus six conditions, including a citywide option for the city to absorb the cost of standard resident and guest permits, a staggered street-sweeping schedule, a resident education and warning period before citations, a path for adjoining streets to petition for inclusion, and a six-month review (Item 5.2.1). The Grand Jury “Wildfires Hit Home” response was approved 5-0 with three added directives, including naming the city position that will serve as the direct resident contact and standing up a resident-facing wildfire information page (Item 5.1.1). No action was taken on the OCTA El Toro Road / Interstate 5 interchange update, and City Attorney Burns recused himself from it for a conflict of interest (Item 1.2). The public safety update was never called and was moved to the September 8 agenda (Item 5.4.1).
