What Laguna Woods is about to decide
The City Council meets at 2:00 p.m. at Laguna Woods City Hall, 24264 El Toro Road — the council’s regular slot is the third Wednesday of each month. There is no closed session. The business end of the agenda is three items: wildfire cameras, building fees, and bus shelters. These are pending decisions from the posted agenda — not outcomes. Every item links to the official record.

📹 Wildfire detection cameras at The Towers
- The council would approve a site access and use memorandum of understanding with The Regents of the University of California, on behalf of UC San Diego for the benefit of its Scripps Institution of Oceanography, “for the purposes of installing, monitoring, and maintaining a network of cameras and related equipment to be used by the ALERTCalifornia public safety program.” The Mayor would sign, subject to the City Attorney’s approval as to form. Item 9.2
- A second MOU, with Laguna Woods Mutual No. 50, would “allow the City to install, operate, and maintain wildfire detection cameras at The Towers located at 24055 Paseo Del Lago W” — the private housing mutual’s consent for a city installation on its building. Item 9.2
- The agenda states no cost, no camera count and no term for either agreement. Item 9.2
🏠 An ordinance to waive the city’s own building fees
- Second reading and adoption of an ordinance adding Section 10.02.050 to Chapter 10.02 of Title 10 (Buildings and Construction) of the municipal code, “pertaining to the waiver or reduction of city-enacted building fees for specified purposes.” Item 9.1
- The title names its authorities: California Health and Safety Code Sections 17951.5 and 17951.7 and General Plan Housing Element Programs H-1.2.5 and H-2.2.2. The ordinance is to be read by title with further reading waived, and is certified exempt from CEQA. Item 9.1
- The item covers building, planning, encroachment and grading permit fees. The agenda prints no fee schedule and no estimate of revenue forgone. Item 9.1
💰 $841,565.55 in payments
- On consent, the council would “approve the payment register dated September 16, 2026 in the amount of $841,565.55.” The agenda does not itemize it. Item 7.2
- The City Treasurer’s Report for the month of August 2026 is set to be received and filed, ahead of the consent calendar. No figures appear on the agenda face. Item 6.1
♿ ADA sidewalk work: Phase 9 finished
- Three actions close out the “Americans with Disabilities Act (ADA) Pedestrian Accessibility Improvement Project: Phase 9 – Expanded Scope”: approve the final record plans and specifications, accept project completion of the contract with Bear Electrical Solutions, LLC, and record a notice of completion with the County of Orange. Item 7.3
- The council would also authorize release of the contract retention payment withheld per state law, and exoneration of the posted bonds, 35 days after the notice of completion is recorded. The agenda states no contract amount and no retention figure. Item 7.3
🚌 A public hearing on senior mobility money
- The one public hearing on the agenda concerns the Orange County Enhanced Mobility for Seniors and Individuals with Disabilities (EMSD) Grant Program. The council would ratify and approve the City Manager’s submission of an application to the Orange County Transportation Authority for 2026 EMSD funding “to support the City’s Senior Mobility Program” — ratify, because the application has already gone in. Item 8.1
- It would also adopt a resolution “determining and certifying that there are no non-profit agencies readily available to provide the service proposed” — a finding the grant program requires — and certify the hearing and application are not subject to CEQA. No grant amount appears on the agenda. Item 8.1
🪑 Also on the agenda
- Transit shelters and street furniture: the council is asked only to “provide direction to the City Manager on the design and construction of new transit shelters and street furniture.” No staff recommendation, no cost, no vote on a project. Item 9.3
- Three proclamations: Constitution Day and Citizenship Day (September 17) and Constitution Week (September 17–23), Hunger Action Month, and Fire Prevention Week (October 4–10) — the last “agendized one month earlier than regularly scheduled…due to the timing of Fire Prevention Week.” Items 4.1–4.3
- A presentation from the Orange County Mosquito and Vector Control District, agendized by Mayor Pro Tem Lee, to be received and filed. Item 4.4
- Minutes of the August 12, 2026 adjourned regular meeting and the August 19, 2026 regular meeting. Item 7.1
- The council is listed as Mayor Annie McCary, Mayor Pro Tem Pearl Lee, and Councilmembers Cynthia Conners, Shari L. Horne and Carol Moore. Regional assignments reported out include the Coastal Greenbelt Authority, the Orange County Fire Authority, the county Library Advisory Board and the San Joaquin Hills Transportation Corridor Agency. Item 10
- Speakers get three minutes per agenda item, in person or by Zoom (Meeting ID 161 548 2089), and “may not yield their time, or any portion thereof, to any other speaker.” Agenda
