- A noticed public hearing on the city's user and regulatory fees update, followed by a resolution "establishing updated fees, and charges for various municipal services." The agenda does not list the individual fee amounts; the fee schedule is in the staff report. Item 13

- The annual review of development agreements between the city and USA Portola Properties, LLC ("Baldwin"), Lennar Homes, and Toll Brothers West, Inc. Staff recommends the council find each developer in good-faith compliance with its respective agreement. Item 12

- A first amendment to the professional consultant services agreement with ClientFirst Consulting Group LLC for citywide Technology Master Plan consulting services. The agenda does not state a dollar change. Item 11
- Two notices of completion: Musco Sports Lighting, LLC for the Energy Efficient LED Lighting Project at Etnies Skate Park (26P05), and Oppenheimer National for the Foothill Ranch Community Park Box Lacrosse Conversion Project (24P04). - Amendments No. 1 to two Orange County Transportation Authority cooperative agreements for Regional Traffic Signal Synchronization Program projects: Agreement No. C-1-3597 (with Irvine), extended through December 31, 2028, and Agreement No. C-1-3599 (with Mission Viejo and Rancho Santa Margarita), extended through December 31, 2027 — both with no change to the maximum obligation.
