💻 Four software contracts, no price on the agenda
- Tyler Technologies, Inc. — the council would approve “the continued use of Tyler Technologies, Inc. as the City of Lake Forest’s Enterprise Resource Planning software provider through December 7, 2031,” and authorize the City Manager to add further Tyler ERP modules within the City Manager’s informal purchasing authority of $50,000 and available budget appropriations. Item 8
- OpenGov, Inc. — a Third Amendment to the agreement for electronic procurement software services, support and professional services, to be signed by the Mayor and attested by the City Clerk. Item 6
- Matrix Imaging Products, Inc. — a First Amendment to the professional consultant services agreement for scanning and imaging services. Item 7
- NetFile, Inc. and Granicus, LLC — renewal of the software license agreement with NetFile for online filing of Fair Political Practices Commission forms, and renewal of the master services agreement with Granicus (formerly GovQA) for automated public records request management. Item 9
- The amounts are in the attached agreements, not on the agenda. Under the consent calendar rules, all four would be enacted by one vote unless a council member, a member of the public or staff asks that an item be pulled. Items 6–9
💰 $5,783,274.31 in warrants
- The council would approve the warrant register in the amount of $5,783,274.31. The agenda does not break the figure down. Item 5
🏠 The one public hearing: federal housing money
- A hearing, set for 6:30 p.m. or as soon thereafter as possible, on a resolution approving the Fiscal Year 2025-26 Consolidated Annual Performance Evaluation Report (CAPER) for the city’s Community Development Block Grant program — the year-end accounting Lake Forest files with the federal government on how it spent its CDBG funds. Item 10
🚧 Encroachment permit deposits — council’s call
- “Fee Study Follow-Up: Encroachment Permit Deposits for Public Utilities.” The recommended action is “City Council Discretion” — staff is not recommending an outcome. Encroachment permits are what utilities take out to work in the public right-of-way; the deposits are what they post against it. The agenda states no dollar amounts and no proposed fee. Item 11
🪑 Also on the agenda
- A closed-session public employee performance evaluation under Government Code Section 54957. Title: City Attorney. The City Attorney is listed on the agenda as Matthew E. Richardson. Item 1
- New employee introductions (receive and file), the minutes of the September 1, 2026 regular meeting, and the standard motion waiving reading of resolutions and ordinances. Items 2, 3, 4
- Public comment may be made in person, at publiccomment.lakeforestca.gov, or by calling (949) 776-5172 and entering meeting code 4516. Emailed comments to council@lakeforestca.gov are uploaded to the packet but not read aloud; staff asks for them by 5:00 p.m. the day of the meeting. Spanish and Chinese interpreters are available if requested by 8:00 a.m. the Monday before the meeting.
