✅ What actually passed (per the draft minutes): The commission’s draft minutes of the August 26 meeting — printed on pages 4–7 of the September 23 agenda packet for approval, not yet adopted — record all five commissioners present. After a public hearing, the commission adopted PC Resolution 26-04, 5–0 (Cuilty/Legere), approving Conditional Use Permit 26-05 “to allow an ancillary tattoo business (personal services restricted) within a 980 square-foot retail store” at 10676 Los Alamitos Boulevard, applicant American Retro. As the brief below notes, a commission decision can be appealed to the City Council. The July 22 minutes were approved 4–0, with Commissioner Cuilty abstaining. The commission also heard a staff report on implementing the state daylighting law (AB 413) at intersections; per the minutes, “No Parking” signs will go up before curbs are painted. - Environmental review: staff found the project exempt from CEQA under Guidelines Section 15301 (Class 1 categorical exemption), citing no expansion of the building footprint, existing public services at the site, and no significant adverse effects on traffic, noise, air quality, or water quality. Notice was mailed to property owners and commercial tenants within 1,000 feet on August 12, 2026, posted at City Hall, and published in the Orange County Reporter the same day.
