🏢 Public hearing: rezoning 11021 Winners Circle
- General Plan Amendment (GPA) 25-02 and Zoning Map Amendment (ZOA 25-05). The request would change the General Plan land use designation of the parcel at 11021 Winners Circle (APN 222-021-15) from “Planned Industrial” to “Professional Office,” and the zoning from “Planned Light Industrial (P-M)” to “Commercial Professional Office (C-O).” The parking required for the change “would be secured by recording an alternate parking agreement that uses parking spaces on a neighboring parcel, subject to a Conditional Use Permit (CUP 26-04).” The Planning Commission took up the same application on July 22 (our brief). Item 12.A
- What the council is asked to do, in five steps: open the hearing; find the project exempt from CEQA under Section 15061(b)(3); adopt Resolution No. 2026-30 approving CUP 26-04 “to allow shared parking for three spaces of off-site parking to be shared from 11061 Winners Circle, APN 222-021-18”; adopt Resolution No. 2026-31 approving GPA 25-02 on the .69-acre parcel; and introduce for first reading Ordinance No. 2026-04 approving ZOA 25-05, which the ordinance title describes as changing a 0.69-acre parcel from “Planned Light Industrial (P-L-I)” to C-O. Applicant, per the resolution titles: Karen Hillman. Item 12.A
💰 Warrants and consent
- Warrant register: ratify checks and electronic fund transfers for August 1 to August 31, 2026 totaling $3,071,234.72. Listed with a roll-call vote. Item 10.A
- Lampson Avenue tract map extension. Tentative Tract Map No. 19263, approved for condominium purposes on November 18, 2024 “as part of the Lampson Avenue project,” expires November 18, 2026 unless extended. The property owner (applicant Jared Awni, Lennar) has requested a one-year extension under Municipal Code Section 16.10.130; the recommendation is to approve a twelve-month extension and authorize the Mayor to sign the letter of approval. Item 11.C
- Military equipment policy. Under Assembly Bill 481, Resolution No. 2026-32 would renew Ordinance No. 2022-04, which adopted the Los Alamitos Police Department’s Military Equipment Policy, “thereby approving the Department’s continued utilization of the equipment outlined in that policy.” The attached annual report is described as detailing the department’s compliance work; the agenda does not list the equipment. Item 11.B
- Approval of the minutes of the July 20, 2026 regular meeting. Item 11.A
🎥 Park cameras and the base pool
- Community Safety Camera Pilot Program. A receive-and-file update on “the installation of security cameras at Little Cottonwood Park, Laurel Park, Orville R. Lewis Park, and Sunburst Field,” described as intended “to enhance public safety while maintaining the community’s expectation of privacy.” No action beyond receive and file is listed. Item 13.A
- Joint Forces Training Base pool. The council would consider authorizing the City Manager to execute a Short-Term Revocable License with the Los Alamitos Joint Forces Training Base to lease the pool facility, “also known as MWR Aquatics Training Center,” at 11360 Valley Forge Avenue #44 “for the use of expanded recreational programs.” No dollar figure is stated.
