✅ What actually passed (confirmed from the Legistar vote record): Per the city’s meeting record, the council did override the Airport Land Use Commission: Ordinance No. 2026-10 and Resolution No. 2026-53 were adopted 5-0 (Item 13), revising the minimum inclusionary for-sale housing percentage in the Newport Place Planned Community residential overlay over the ALUC’s determination of inconsistency, with Kleiman and Stapleton recorded absent. The 2350 Bristol Street driveway appeal was denied and the Planning Commission upheld, 6-0 (Resolution No. 2026-52, Item 12), Stapleton absent. The Consent Calendar was adopted 6-0 with Blom absent; the record shows no item voted separately from it, so the $9,958,229-a-year CR&R residential trash amendment and the Micon, Vandert, Marine Taxonomic Services and Arts Orange County awards passed in that one motion. There is no separate action entry for the Grand Jury wildfire response (Item 10) or the requested ballot-proposition positions, and the minutes are still marked draft.
The headline: the council may override the Orange County Airport Land Use Commission to loosen a for-sale affordable-housing requirement near John Wayne Airport — an unusual move against a county land-use body. It did. The vote record has since been posted; see the outcomes box above. The official minutes remain marked draft.
