✅ What actually passed (confirmed from the Legistar vote record): Per the city’s meeting record, both police-headquarters contracts were adopted 6-1, with Robyn Grant the lone no vote on each — the $12,459,820 LPA, Inc. architectural services agreement (Item 18) and the $346,330 EPD Solutions subsequent-EIR agreement with its added $150,000 LSA Associates amendment (Item 19). Both had been posted on the consent calendar and were voted separately, as was the Newport Transportation Center relocation term sheet with OCTA, accepted 7-0 (Item 8). The 1300 Dove Street Townhome Project — 132 units at 1200 and 1300 Dove Street and 4041 MacArthur Boulevard — was adopted 6-0 (Item 25), Stapleton absent, and Ordinance No. 2026-11 and Resolution No. 2026-56 on cost recovery percentages and the fee schedule passed 7-0 (Item 24). The rest of the Consent Calendar was adopted 7-0, carrying the LAZ Parking amendment, the Nobest and All American Asphalt paving awards and the Superior Property Services agreement. The record carries no separate action entry for the $315,000 Westbound Communications agreement (Item 20), and the minutes are still marked draft.
The headline: Newport Beach is weighing a new police headquarters. Three linked items would authorize architectural design services (total not-to-exceed $12,459,820, with an initial $713,080 conceptual-design phase), a $346,330 environmental impact report on possibly relocating the department to the Civic Center Campus, and a $315,000 communications contract for the project. No headquarters site or design has been chosen — these are professional-services contracts to produce that work.
