What Newport Beach is about to decide
A special meeting of the Newport Beach City Council at 10:00 AM in the Council Chambers, 100 Civic Center Drive. The agenda has a single item of current business. These are pending decisions from the posted agenda — not outcomes. Every item links to the official record.

✅ What actually passed (confirmed from the Legistar vote record): Per the city’s meeting record, the council called the November 3, 2026 special municipal election on a 4-3 vote — Barto, Grant, Kleiman and Stapleton in favor; Blom, Weber and Weigand voting no. The recorded motion confirmed the council’s earlier acceptance of the Registrar of Voters’ signature certifications for all three initiatives, adopted Resolutions 2026-77 through 2026-83, authorized the City Manager, City Clerk and City Attorney to take any action necessary to conduct the election “without the need to comply with any City Council Policy or any City Council adopted Resolution,” and authorized a budget amendment “as needed” to cover election costs; no dollar figure is recorded. The motion text repeats the agenda’s language on ballot arguments (“by motion, decide whether to submit an argument against each of the Three Initiatives”) and does not record whether the council chose to submit any. A separate motion under Current Business failed 2-5, with only Blom and Weber in favor; the record does not describe that motion. The record does not name the mover or seconder of either motion, and the minutes are still marked draft. The council has since called another special meeting on the election — see our September 17 brief.
The headline: the council will decide whether to call a special municipal election for November 3, 2026 putting three citizen initiatives to amend the City Charter before Newport Beach voters — on public meetings and records oversight, on lifetime City Council term limits, and on electing council members only by the voters in their own district. The council will also decide, by motion, whether to write ballot arguments against each measure.
🗳 Three charter initiatives, one special election
- The item, as titled on the agenda: “Confirmation of the Acceptance of the Certification of the Orange County Registrar of Voters Regarding the Verification of Signatures for the Public Meetings, Public Records, Oversight, and Enforcement Initiative; the Lifetime City Council Term Limits Initiative; and the District-Only Voting Initiative; and Calling a Special Municipal Election for the Consideration of the Three Initiatives by the Voters for November 3, 2026.” Item 1
- What the three measures would change. Per the agenda, the initiatives propose to amend the City Charter to add or modify provisions related to: “(1) Public Meetings, Public Records, Oversight, and Enforcement; (2) City Council Member Term Limits; and (3) Council Members Being Elected Only by Voters Residing within the District the Council Member Represents.” Item 1
- The signatures have already been certified. The council is asked to “confirm the City Council’s previous acceptance of the certifications of the Orange County Registrar of Voters regarding the verification of signatures” for all three initiatives — so the question before the council is the mechanics of the election, not whether the measures qualified. Item 1
- Arguments against. The council will “by motion, decide whether to submit an argument against each of the Three Initiatives (pursuant to Elections Code Section 9282) and, if submitting such an argument against any of the Three Initiatives, designate up to three Councilmembers to author the argument.” The agenda does not provide for an argument in favor. Item 1
- The resolutions. Staff asks the council to adopt Resolutions 2026-77 through 2026-83 — calling and giving notice of the November 3, 2026 special municipal election, requesting that the Orange County Board of Supervisors authorize the county elections official to run it, directing the City Attorney to prepare an impartial analysis of each measure, and setting the filing deadlines for the analysis and for written arguments for and against. The agenda lists them individually: 2026-77 and 2026-78 (term limits), 2026-79 and 2026-80 (district voting), 2026-81 and 2026-82 (public meetings), and 2026-83 (asking for county assistance). Item 1
💰 The cost is not stated
- The agenda asks the council to “authorize City staff to prepare and execute a budget amendment, as needed, to appropriate sufficient funds to cover election and administrative costs associated with the Special Municipal Election” — but no dollar figure appears anywhere on the posted agenda. Item 1
- It also asks the council to authorize the City Manager, City Clerk and City Attorney to enter into any agreements, execute documents and take any action necessary to conduct the election “without the need to comply with any City Council Policy or any City Council adopted Resolution.” Item 1
- The action is proposed as exempt from CEQA under Guidelines Sections 15060(c)(2) and 15060(c)(3), on a finding that it is not a project under Section 15378. Item 1
🪑 Also on the agenda
