What OC Sanitation District is about to decide
The Operations Committee meets Wednesday at 5:00 PM in the Board Room at OC San Headquarters, 18480 Bandilier Circle, Fountain Valley. Most items on this agenda are committee recommendations that go to the full Board of Directors for final action; one purchase order is up for committee approval directly. These are pending decisions from the posted agenda — not outcomes. Every item links to the official record.

🏗 Capital projects & engineering
- Primary Sedimentation Basins No. 3-5 Replacement at Plant No. 1 (Project No. P1-126): a non-consent recommendation to the Board to approve a contingency increase of $849,780 (6%) to the existing Professional Design Services Agreement with Black & Veatch Corporation for design services, for a total contingency not to exceed $2,266,080 (16%). The agenda lists a staff presentation with this item. Item 6
- Right-of-Way Services (Specification No. CS-2026-725BD): a non-consent recommendation to the Board to approve a Professional Consultant Services Agreement with Paragon Partners Consultants, Inc. for right-of-way services, not to exceed $300,000, with four one-year renewal options, plus an annual contingency of $30,000 (10%). Item 7
🔧 Equipment & maintenance purchases
- Plant No. 2 centrifuge overhauls: on consent, a recommendation to the Board to approve a sole-source purchase order to Alfa Laval Inc. for major service overhauls of six centrifuges at Plant No. 2 over a two-year period, not to exceed $268,718, plus an allowance of $120,000. Item 2
- Replacement mobile telescopic boom crane (9-ton): on consent, a recommendation to the Board to approve a purchase order to Western Pacific Crane & Equipment for one 9-ton mobile telescopic boom crane, using Equalis Cooperative Contract No. COG-2149B, not to exceed $267,007, with a contingency of $26,700 (10%). Item 4
- Cooper-Bessemer LSVB engine oil cooler: committee approval (not a Board referral — the recommended action does not route this one to the Board) of a sole-source purchase order to Cooper Machinery Services for one spare oil cooler for the Central Generation engine, not to exceed $204,921 including applicable tax and freight, with a contingency of $20,492 (10%). Item 3
🤝 Property & encroachment
- Encroachment agreement with the City of Newport Beach: on consent, a recommendation to the Board to approve execution of an Encroachment Agreement with the City of Newport Beach for the installation of electrical improvements on MacArthur Boulevard, in a form approved by General Counsel, and to direct the Clerk of the Board to record the agreement with the Orange County Clerk-Recorder. Note: the agenda's item title reads “4147 MacArthur Boulevard” while the recommended action beneath it reads “4141 MacArthur Boulevard” — both appear in the posted agenda, and Council Brief does not resolve the discrepancy. Item 5
📊 For ratepayers
- Rate study update: an information item from the Director of Finance. No action is recommended and the agenda carries no figures with it, but this is the item to watch — OC San's rates are what households and businesses across its service area ultimately pay. Item 8
🪑 Also on the agenda
- Approve minutes of the September 2, 2026 Operations Committee meeting. Item 1
- No closed session is scheduled. The agenda adjourns the committee to its next regular meeting on November 4, 2026 at 5:00 PM.
Council Brief summaries are produced from official public records by our automated newsroom and reviewed before publication. Items are described as posted; the committee may amend, continue, or remove items at the meeting. Spot an error? hello@councilbrief.com — we publish corrections.
