OCTA Transit Committee: October 8 meeting cancelled
The Transit Committee of the Orange County Transportation Authority was scheduled to meet Thursday at 9:30 a.m. in the Board Room, 550 South Main Street, Orange, with Zoom participation available. The agenda stages most of the action items for the full Board of Directors — it says “Board of Directors’ approval is requested” on the natural gas fueling agreement and the fuel-cell refurbishment, and that the grant recommendations “are presented for Board of Directors’ review and approval” — so the committee’s votes on those are recommendations. These are pending decisions from the posted agenda — not outcomes. Every item links to the official record.

⛽ Fueling & the bus fleet
- Compressed natural gas fueling station operation and maintenance: a three-part recommendation to (A) approve a budget increase in the amount of $545,292 from the original Board of Directors-approved budget of $2,181,165; (B) approve the selection of Clean Energy as the firm to provide the services; and (C) authorize the Chief Executive Officer to negotiate and execute Agreement No. C250282 with Clean Energy, in the amount of $2,726,457, for a three-year initial term beginning December 1, 2026, with two, one-year option terms. The agenda says the Board authorized the release of a request for proposals on May 26, 2026, and that the stations are located at the Anaheim, Garden Grove, and Santa Ana bus bases. The agenda says OCTA operates a fleet of ten fuel-cell electric buses and that “nine of these buses have experienced fuel-cell stack degradation due to normal operational use and require refurbishment to restore performance and reliability.” Presented by Cliff Thorne and Johnny Dunning, Jr. Item 3
- Fuel-cell electric bus technical support, sole source: a recommendation to authorize the Chief Executive Officer to negotiate and execute Agreement No. C250366 with New Flyer of America, Inc., in the amount of $208,000, for a one-year initial term with one, one-year option term, to provide technical support services for ten fuel-cell electric buses. The agenda describes the buses as model year 2019 and New Flyer as “the original equipment manufacturer and sole provider of proprietary technical support services for these vehicles.” Presented by Cliff Thorne and Johnny Dunning, Jr. Item 2

- California Energy Commission grant: part A of the item asks the committee to authorize the Chief Executive Officer, or his designee, to accept the award of $4 million in California Energy Commission funding “through the Implementation of Medium- and Heavy-Duty Zero-Emission Vehicle Infrastructure Blueprints 2.0 Grant Funding Program” for the Santa Ana Bus Base Hydrogen Fueling Modernization Project, and to execute grant-related agreements and documents. Item 5

Part C would authorize the use of $180,255 in Low Carbon Transit Operations Program interest for the hydrogen fueling project, and part D authorizes the related Federal Transportation Improvement Program amendments and agreements. The agenda says the program “provides funding to transit agencies on a formula basis to support transit operations and capital projects that promote transit ridership and reduce greenhouse gas emissions.” Presented by Jason Huang and Rose Casey.
