✅ What actually passed (confirmed from the Legistar vote record): The commission did not vote on the homeless-shelter ordinance — it continued the hearing instead, 6-0, with Ruby Maldonado absent. The record states the commission asked staff "either incorporate suggested revisions or provide reasoning as to why a change was not made," and that the City Attorney emphasised throughout that "any City-added standard must be objective and cannot become an unlawful barrier to housing." So Resolution No. PC 16-26 was not adopted and no recommendation went to the City Council at this meeting. The consent calendar carried 6-0 on a motion by Vejar, seconded by Vice Chair Tucker. Vote record
The headline: Orange is updating its zoning code to bring homeless-shelter and low-barrier navigation-center rules in line with state law — the only public hearing on an otherwise light agenda.
🏘️ Zoning & housing policy
- Homeless shelter and low-barrier navigation center zoning rules: the commission will hold a public hearing on an ordinance amending Title 17 of the Orange Municipal Code — updating regulations for homeless shelters (emergency shelters) to comply with Government Code Section 65583(a)(4), and adding definitions and regulations for low barrier navigation centers under Government Code Sections 65660–65663, along with associated land-use-table and parking-standard amendments. The commission is being asked to adopt Resolution No. PC 16-26, which would recommend the City Council adopt the ordinance — the Planning Commission's action is a recommendation, not final approval. Staff has found the ordinance exempt from CEQA review under State CEQA Guidelines Section 15061(b)(3) and 15378. Item 4.1
🪑 Also on the agenda
- Consent calendar: approval of the minutes from the July 6, 2026 Planning Commission regular meeting. Item 3.1
- Standing agenda language notes that any final Planning Commission determination may be appealed to the City Council within 7 business days, accompanied by an initial appeal deposit of $1,000.00.
