✅ What actually passed (per the adopted minutes): The council’s final minutes for July 28 record Councilmembers Dumitru and Gutierrez absent for the whole meeting, so every vote that night was taken by five members. The proposal to rename the Orange Public Library and History Center after Mayor Mark and Vikki Murphy was removed from the agenda and not considered; Mayor Slater said it may return if the council requests it. Four residents submitted written comments opposing the renaming and several more spoke against it. A park smoking and vaping ban took two tries: the first motion to introduce Ordinance No. 13-26 failed 3-2 (Bilodeau, Gyllenhammer and Slater in favor; Barrios and Tavoularis opposed); the council then voted 4-1 to reconsider and introduced the ordinance 4-1, with Barrios the lone no. The council voted 4-1 (Barrios opposed) to remove Adrienne Gladson from the Design Review Committee effective immediately and post a Maddy Act vacancy notice. Item 3.7, the second amendment to the Milan REI X, LLC memorandum of understanding, was pulled after speaker cards were submitted and passed 4-1, Barrios opposed, over two speakers in opposition and one in support. The balance of the consent calendar carried 5-0, approving $150,000 to Sagecrest Planning and Environmental for environmental review services; $89,718 to Raftelis Financial Consultants, Inc. for a water and sewer rate study; a $330,997.68 California Highway Patrol Cannabis Tax Fund grant agreement, appropriated mostly to police overtime ($288,650.18); $71,286 to Golden Coast Construction for ten ADA wheelchair access ramps; $526,221 to R.J. Noble Company, Inc. for Almond and Collins Avenue street improvements; a five-year $432,446 steam-cleaning contract with Hydroblast; up to $1,100,000 for diesel and gasoline from Southern Counties Oil Co. dba SC Fuels; up to $520,000 in Fire Department rescue equipment from Allstar Fire Equipment Inc.; and $95,000 in library materials from Ingram Content Group. Second reading adopted Ordinance No. 12-26, the zone change for the 11-home planned unit development at 647 N. Rancho Santiago Boulevard. Staff also delivered a Fourth of July enforcement update covering drone operations against illegal fireworks and administrative citations. Public comment was dominated by residents urging the city to help prevent the closure of the Holiday Skate Center. Adjourned 7:53 p.m.
The headline: Mayor Slater has placed a proposal on the agenda to remove Adrienne Gladson from the Design Review Committee — if the council goes forward, it would also direct the City Clerk to post a Notice of Vacancy under the Maddy Act. Separately, the council will consider renaming the Orange Public Library and History Center as the "Mayor Mark and Vikki Murphy Library and History Center."
