✅ What actually passed (per the adopted minutes): Per the city’s signed minutes of the meeting, all five members were present (Hummer, Kirwin, Smith, Yamaguchi, Wanke) and every vote was 5-0. The entire consent calendar passed 5-0 on one motion (Yamaguchi/Smith), “as recommended” — including Amendment No. 2 with Metasource for records scanning, “a total amount not to exceed $475,000 with a term ending June 30, 2028” (with Resolution No. R-2026-52); second reading and adoption of the e-bike and motorized mobility device ordinance, adding Chapter 13.77 to the Municipal Code; the St. Jude grant extension; the investment policy (Resolution No. R-2026-58); and the Historical Committee vacancies. The minutes also record consent items that were not in our pre-meeting brief: a construction contract with Vincor Construction for the Tynes Gymnasium renovation, not to exceed $571,370.47, with the council accepting $250,000 in Orange County Fourth District discretionary funds toward it (Resolution No. R-2026-59); Vincor contracts for the Whitten Center kitchen ($133,051.63 with contingency) and the Aguirre Building ($134,078.27 with contingency); a five-year police background-investigation agreement with HALO Confidential Investigations LLC not to exceed $300,000; firing-range maintenance with TMC Shooting Range Specialists, Inc. not to exceed $125,000; three on-call planning agreements (CSG Consultants, Interwest Consulting Group, Michael Baker International) at $100,000 a year each; $35,426 more for Biggs Cardosa and Associates on the Golden Avenue Bridge project; and rejection of the single proposal received for police firearms training, with the request for proposals to be reissued. The citywide fee and rate schedule was adopted 5-0 (Resolution No. R-2026-51, Kirwin/Yamaguchi), “with an effective date of September 21, 2026”; the hearing ran from 6:46 to 6:50 p.m. with no public comments. All three district annexations passed 5-0, none drawing a speaker: Street Lighting District No. 81-1 (R-2026-53, Kirwin/Yamaguchi) “with the described revision” — Mayor Pro Tem Yamaguchi noted the Engineer’s Report needed a correction to a table on page 10; Landscape Maintenance District No. 92-1 (R-2026-54, Kirwin/Yamaguchi); and Community Facilities District No. 2014-01 (R-2026-55, Hummer/Yamaguchi). Closed session: the City Attorney reported the council discussed six anticipated-litigation items and gave direction, deferred Chung v. Placentia and one other item to the end of the meeting, then “took no reportable action.” There was no regular-agenda business. Seven residents spoke during oral communications, several of them about deteriorated streets and sidewalks. The meeting adjourned at 8:00 p.m.
The headline: on consent, the council will consider a $475,000 records-scanning contract amendment and a citywide fee-and-rate schedule update, plus public hearings on three special-district annexations. Separately, closed session covers existing litigation and seven anticipated-litigation matters.
