🏗 Building code ordinance: second reading
- Ordinance No. 1813. The council would adopt, on second reading, an ordinance “approving amendments to Chapter 15.04 of the San Clemente Municipal Code Title 15 - Buildings and Construction, relating to building regulations and construction enforcement,” and finding the ordinance exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15378. The agenda prints the ordinance title only; it does not summarize what the amendments change. Item 8A
- The item is printed under Public Hearings. Per the agenda, the hearing process includes a staff presentation and public testimony not to exceed three minutes per speaker, after which the council acts on the matter by motion. Item 8A
- An ordinance with the same number and subject appeared for first reading on the September 15 agenda. See our brief on that meeting. Context
📋 Strategic Implementation Program
- A two-year program. The council will consider Resolution No. 26-161, “adopting the Strategic Implementation Program (SIP) for Fiscal Years 2026-27 and 2027-28” and finding the SIP exempt from CEQA under Section 15378 and Section 15061(b)(3) of the State CEQA Guidelines. The agenda frames the action conditionally: “If the Strategic Implementation Plan is consistent with priorities of the City Council, the appropriate action would be to adopt” the resolution. The agenda does not list the program’s contents or any dollar amount. Item 10A
- A naming note: the item title and the resolution call it the Strategic Implementation Program; the potential-action sentence calls it the Strategic Implementation Plan. Both wordings are in the posted agenda. Item 10A
💧 Digester No. 2 rehabilitation: notice of completion
- Accepting the finished project. On consent, Resolution No. 26-162 would accept the Digester No. 2 Structural and Mechanical Rehabilitation, CIP Project No. 12204, from the contractor, Vicon Enterprise, Inc., and authorize the City Clerk to execute and record the Notice of Completion. Item 11D
- Bonds. The resolution would authorize release of the payment bond 35 days from recordation of the Notice of Completion, upon verification with the Engineering Division that no liens have been levied against the contractor, and release of the performance bond upon receipt of a warranty bond “in the amount of 25% of the total construction cost.” The agenda does not state the construction cost. Item 11D
- A repetition in the posted agenda: the payment-bond release is printed twice, as recommendation 3 and again as recommendation 4, in nearly identical words. Council Brief reports the item as posted. Item 11D
🪑 Also on the agenda
- Warrant register. Three batches of wire transfers and warrants: $1,820,588.22 paid on 9-4-26, $6,220,081.26 paid on 9-11-26, and $1,747,187.95 paid on 9-18-26. The agenda prints the total warrant register as $9,787,857.43. Item 11C
- Payroll register. $568,388.62 for the period 8-17-26 through 8-30-26, and $586,029.21 for the period 8-31-26 through 9-13-26. The agenda prints the total payroll register as $1,154,417.83. Item 11C
- Approval of the special and regular City Council meeting minutes of September 15, 2026. Item 11A
- Receive and file: Design Review Subcommittee adjourned regular meeting minutes of August 12, 2026; Planning Commission adjourned meeting minutes of September 2, 2026; Design Review regular meeting minutes of September 9, 2026; and Planning Commission adjourned meeting minutes of September 16, 2026. Item 11B
- A Closed Session Report from the City Attorney is a standing item on the agenda, though no closed session is listed for this meeting. The Special Presentations heading lists no presentations. Items 1, 6
- Meeting times: the agenda’s cover and its business-meeting heading both give 5:30 p.m. A general “Meeting Schedule” paragraph at the end of the same document says closed sessions are considered at 5:00 p.m. and the business meeting begins at 6:00 p.m. Both statements are in the posted agenda; this brief uses the time printed for this meeting.
- The council adjourns to its next regular meeting on October 20, 2026 — closed session at 4:30 p.m., regular business meeting at 5:30 p.m., in the Council Chambers. Item 15
