📝 Administrative items
- Filling council vacancies. An ordinance amending the city’s Municipal Code regarding the filling of council vacancies, with a finding that the action is categorically exempt from CEQA under State CEQA Guidelines Sections 15060(c)(3) and 15061(b)(3). The agenda title does not say whether the amendment moves the city toward appointment or toward a special election; the agenda report linked from the item carries the substance. Item F.2.a
- Rosenbaum Road vacation and land sale. A Resolution of Intention to vacate portions of Rosenbaum Road and Trabuco Creek Road, and a Resolution of Intention for the sale of approximately 1,115 square feet of unimproved city-owned property on the west side of Rosenbaum Road (APN 650-090-06) to St. John Chrysostom American Coptic Orthodox Church — together with setting a hearing date for consideration of protests to the proposed vacations and the property sale. Both actions are found categorically exempt from CEQA under Section 15061(b)(3). A resolution of intention is the step that opens the protest window; the sale and vacation are decided at the later hearing. Item F.1.a
🌳 Legacy Ranch and the Northwest Open Space
- More environmental analysis for Legacy Ranch. On consent, Amendment No. 3 to the Professional Services Agreement with LSA Associates, Inc. for supplemental air quality and traffic analysis related to the Environmental Impact Report being prepared for the proposed Legacy Ranch Code Amendment (CA) 25-001 project on the 65.5-acre city-owned Northwest Open Space property between Camino Capistrano and the railroad, north of Junipero Serra Road (APNs 121-050-03, -04, -14, -17, -18, -19, -20 and -29), with a finding that the action is exempt from CEQA under Section 15262. The agenda gives no dollar amount. Consent Item 9

💬 Council action items
A discrepancy in the posted agenda: the Council Action Items heading reads “COUNCIL ACTION ITEMS: None.” — yet two numbered items with linked agenda reports are printed beneath it, before the City Council Reports section. Both appear in the source document. Council Brief reports them as posted and does not resolve which is correct; check the agenda at the meeting.
