🏠 40 townhomes on East Fourth Street
- 2030 East Fourth Street, in the Metro East Mixed-Use Overlay Zone (MEMU). Applicant and property owner C&C N. Harbor LLC, represented by Mike VanBuskirk of VBK Consulting, seeks Site Plan Review No. 2026-0004, Vesting Tentative Tract Map No. 2026-0009 (County Map No. 19454) and Density Bonus Agreement No. 2026-0005 “to facilitate the construction of a three-story, 40-unit, for-sale townhome community consisting of four deed-restricted affordable units for moderate-income households.” Item 1
- What the density bonus buys. Per the agenda, the agreement would memorialize “the Project’s requested concession for reduction in required publicly accessible open space” under State Density Bonus Law (Government Code Section 65915 and Santa Ana Municipal Code Section 41, Article XVI.I). Item 1
- The CEQA route is new. Staff says the project “qualifies for a statutory exemption under Public Resources Code Section 21080.66, enacted through Assembly Bill No. 130 (AB 130) (2025),” so only a Notice of Exemption (Environmental Review No. 2025-7) will be filed. The application is also processed under SB 330, the Housing Crisis Act of 2019. Item 1
🏗 61 townhomes, and a rezone on First Street
- 4320 West First Street and 201 South Mountain View Street. Applicant Storm Bird of Storm Properties, Inc., on behalf of property owner Santa Ana MV LLC, seeks four approvals to “redevelop the property with a 61-unit, for-sale townhome community.” Item 2
- The land use change. General Plan Amendment No. 2026-01 would redesignate the site from General Commercial (GC) and Low-Medium Density Residential (LMR-11) to Urban Neighborhood-Low (UN-20), and Amendment Application No. 2026-03 would change the zoning from General Commercial (C2) and Light Industrial (M1) to a newly adopted Specific Development No. 98 (SD-98) district. Item 2
- Map and density bonus. A vesting tentative tract map (County Map No. 19391) would create condominium lots, and Density Bonus Agreement No. 2025-04 would memorialize the density bonus and concession under State Density Bonus Law. The agenda numbers this map “No. 2025-04” in the item heading and “No. 2026-04” in the recommended actions. Item 2
- Environmental review. An Initial Study / Mitigated Negative Declaration was prepared (SCH No. 2026050141, Environmental Review No. 2025-47); its Notice of Intent was posted with the County Clerk on May 5, 2026 for a 30-day comment period running to June 4, 2026. The city determined the project “will not have a significant effect on the environment with implementation of the recommended mitigation measures.” Item 2
- The commission only recommends here. On this item the commission would adopt the density bonus resolution itself, then recommend that the City Council adopt the MND, the general plan amendment, the SD-98 ordinance and the tract map. Item 2
🌳 Eight parcels rezoned for a new park
- 915, 921 and 925 North Flower Street and 841, 842, 843, 848 and 852 North Garnsey Street. The City of Santa Ana is its own applicant, seeking General Plan Amendment No. 2024-01 to change the land use designation from Professional and Administrative Office (PAO) to Open Space “to facilitate the construction of a new public park (‘10th and Flower Street Park Project’).” Item 3
- Environmental review already done. The city previously adopted an IS/MND for the park project (State Clearinghouse No. 2024090074) and filed a Notice of Determination on October 15, 2025; staff concludes the amendment is within its scope and that no subsequent document is required under CEQA Guidelines Section 15162. A Notice of Determination, Environmental Review No. 2025-14, would be filed. Item 3
- The commission would recommend that the City Council adopt the amendment and the MND. Item 3
