The headline: two public hearings — a conditional use permit for a new Verizon rooftop wireless facility at the Shops at Rossmoor on Seal Beach Boulevard, and a minor use permit letting a new Surfside Colony house put a covered roof-access structure above the zone's maximum roof height. Staff recommends approving both with conditions and finding each exempt from CEQA.
