What was on Fountain Valley’s agenda
Fountain Valley’s council met Tuesday, October 6, in the Council Chambers at 10200 Slater Avenue — study session at 5:00 PM, regular meeting at 6:00 PM — sitting also as the Successor Agency and the Housing Authority. Council Brief first retrieved this agenda the night of the meeting, so this brief describes the posted agenda, not the results. The city has not yet published minutes for the meeting; its draft minutes have been appearing in the following meeting’s agenda packet, and Council Brief will add a “What actually passed” section once the official record is available.

🚒 Mutual-aid pay for fire personnel
- The resolution. “A Resolution of the City Council of the City of Fountain Valley, California, Identifying the Terms and Conditions for Fire Department Response Away from Their Official Duty Station and Assigned to an Emergency Incident,” superseding Resolution No. 9495. Presented by Fire Department Division Chief Tim Saiki. Item 3
- Why it is needed. Per the staff report (packet pages 35–37), Cal OES requires each agency under the California Fire Assistance Agreement to have a governing-body action on file identifying how its personnel are paid when responding away from their duty station, “as a condition of reimbursement.” The report says “deploying a classification that is not identified in the Resolution may result in a claim being reduced or denied.” Item 3
- What changes. The resolution keeps the 2015 policy — portal-to-portal pay from dispatch until personnel are back in service — and adds Division Chief, Administrative Fire Captain, Fire Marshal, Deputy Fire Marshal, Fire Prevention Analyst, Fire Prevention Specialist, Senior Management Analyst, Management Analyst, and Emergency Medical Services Manager to the existing Fire Chief, Battalion Chief, Fire Captain, Fire Engineer, Firefighter/Paramedic and Firefighter. The staff report states “there is no fiscal impact related to this item” and that adoption “does not obligate the City to respond to any request for mutual aid.” Item 3
🎭 The new CARSS Advisory Committee
- Appointments. Appointments to the Cultural, Arts, Recreation, Sports and Seniors Advisory Committee, reported by Community Services Director / Deputy City Manager Rob Frizzelle. Per the September 15 draft minutes, the council continued this item to October 6 and “directed all City Council Members to have their appointment recommendations ready.” Item 4
- How it would work. The appointment guidelines in the packet (pages 40–43) give each of the five council members one appointee, plus “two (2) city staff” selected by the City Manager, “for a total of seven members”; each council member names a primary and a secondary candidate, and “if a Councilmember fails to provide a candidate at the October 6th meeting, the Council body will appoint by majority vote for any vacancies.” The initial term runs to December 31, 2028; the committee is to meet quarterly, starting in November 2026. Item 4
🪑 Also on the agenda
- Register of demands for payments made between 9/3/2026 and 9/23/2026, totaling $4,284,618.94. Consent calendar. Item 1
- Receive and file the draft minutes of the September 15, 2026 regular meeting. Consent calendar. (Council Brief’s September 15 page now carries the results those minutes record.) Item 2
- Study session (5:00 PM, no votes): a Civic Center Plaza update from Rob Frizzelle, and an update on the Public Cable Television Authority from Management Analyst Meghan Wishner.
- Presentations: the Advisory Committee for Persons with Disabilities Awards Program; an Eagle Scout recognition by Mayor Jim Cunneen; and a presentation on community participation by Republic Services.
- Beneath the Council Chambers address, the agenda header lists a second location — “Hotel Seville NoMad - The Unbound Collection by Hyatt, 22 E 29th St, New York NY.” The agenda does not say who would take part from there.
- Listed on the roll call: Council Members Bui, Constantine and Grandis, Vice Mayor Harper and Mayor Cunneen.
