📝 Zoning code changes headed to the City Council
- Zone Change 26-0003 (ZC26-0003). The commission is asked to approve and adopt Resolution No. 26-15, “recommending that the City Council adopt an ordinance approving Zone Change 26-0003 (ZC26-0003) to amend various sections of Title 18 (Zoning) of the La Habra Municipal Code to improve internal consistency within the zoning ordinance and streamline approval processes, including, but not limited to, updating the land use matrix to add and identify permitting requirements,” per the agenda. Public Hearing 1
- What is not on the agenda. The posted agenda does not list which sections of Title 18 would change or which permitting requirements would be added to the land use matrix. Public Hearing 1
- Environmental review. Per the agenda, the zone change was reviewed under CEQA and “determined to be exempt pursuant to Sections 15378(b)(5) and 15061(b)(3) of the CEQA Guidelines.” It is not a project under CEQA “because it is an administrative activity of the City that will not result in the direct or indirect physical changes in the environment,” and even if it were, the common sense exemption would apply “because the proposed amendments to the La Habra Municipal Code have no possibility of having a significant effect on the environment.” Public Hearing 1
- Public comment on the hearing is limited to five minutes per person, with a 60-minute total, unless the Chair modifies it. Public Hearing 1
🏬 Shopping center facade remodel: one more year
- Design Review 24-0014 (DR2PH24-0014). The commission is asked to approve “an extension of the approved entitlement” to “remodel the facade of an existing multi-tenant commercial shopping center situated on multiple properties addressed as 121-125 South Harbor Boulevard, 131-231 South Harbor Boulevard, and 1100 East La Habra Boulevard for a period of one year, through October 13, 2027,” per the agenda. The parcels are Assessor’s Parcel Numbers 298-133-19, 298-133-17 and 298-133-20. Consideration Item 1
- Environmental review. Per the agenda, extending the approval “is not a project” under CEQA Guidelines Section 15378(b)(5) “because such an extension is an administrative activity that will not result in direct or indirect physical changes to the environment.” Consideration Item 1
- The agenda does not name the applicant, describe the remodel design, or say why an extension is being requested. Audience members may address the commission before the final vote; comment is limited to three minutes per person, with a 30-minute total for the item. Consideration Item 1
🪑 Also on the agenda
- Minutes pulled for separate discussion. Approval of the September 14, 2026 Planning Commission minutes is listed under “Consent Calendar Items Removed for Separate Discussion,” so it will be taken up on its own. That meeting is covered in our brief. Item 1
- No staff or commissioner comments are listed with any action. The agenda carries the standard SB 1439 notice on campaign contributions “in excess of $500 from donors involved in certain matters before the legislative body.”
- The agenda notes that if business is not concluded by 10:00 p.m., the Chair shall either extend the meeting or continue unfinished items to a future meeting. General public comment is three minutes per person, with a 30-minute total.
- Commission roster as printed on the agenda: Chair Roy Ramsland, Jr., Vice Chair Danitza Cardenas, and Commissioners Jason Manley, Maria Mahecha and Ginger Logan-Cannon.
